No, cats' fur will not grow back if shaved.

Cats are mammals, and their fur grows from follicles in their skin. Most mammals, including cats, have two coats of fur: an undercoat of fine, fluffy fur that provides insulation, and a top coat of longer, coarser fur that protects them from the elements. When a cat is shaved, the top coat is removed, but the undercoat remains. The undercoat will continue to grow, but it will not be as visible or as protective as the top coat.

Over time, the undercoat will eventually grow back to its normal length, but it may never be as thick or as luxurious as it was before. Additionally, shaving a cat can cause skin irritation and other health problems. For these reasons, it is generally not recommended to shave a cat.
